Weather alerts coming soon to smartphone near you

(AP) ? Millions of smartphone users will soon begin receiving text messages about severe weather from a sophisticated government system that can send a blanket warning to mobile devices in the path of a dangerous storm.

The new Wireless Emergency Alerts system gives the National Weather Service a new way to warn Americans about menacing weather, even if they are nowhere near a television, radio or storm sirens.

Beginning Thursday, the system will notify people about approaching tornadoes, hurricanes, blizzards and other threats. When a warning is issued for a specific county, a message of no more than 90 characters will cause late-model smartphones in that area to sound a special tone and vibrate.

Users do not have to sign up for the service or pay for the text message. And people who prefer not to get the warnings can opt out of the system.

"These alerts will make sure people are aware of any impending danger and provide them with the information needed so they can be safe until the threat is over," said Amy Storey, spokeswoman for CTIA-The Wireless Association, an industry trade group that helped set up the system.

The system does not yet work with all smartphones or in all areas. It is part of a broader alert network the Federal Emergency Management Agency launched in April that can also send public-safety warnings from the president and participating state and local governments. But the weather service estimates that more than 90 percent of the messages will be about storms.

The weather warnings will include tornadoes, hurricanes, typhoons, tsunamis, flash floods, extreme winds, blizzards and ice and dust storms. Designers were concerned about overloading users with too much information, so they deliberately limited the messages to warnings, not watches, and excluded severe thunderstorm warnings, weather service spokeswoman Susan Buchanan said.

Wireless carriers serving almost 97 percent of U.S. subscribers have agreed to participate, including the biggest nationwide companies ? AT&T Inc., Verizon Wireless, Sprint Nextel Corp. and T-Mobile USA. Each of the four offers at least some phones capable of receiving emergency alerts, with more on the way.

Sprint, Verizon and T-Mobile say they offer the service nationwide. AT&T only offers it in New York City, Washington, D.C., and Portland, Ore., at the moment. Spokesman Michael Balmoris said the company will add additional markets over time but declined to say which ones or when.

Government officials don't have a good handle on exactly how many capable devices are already in use, but Damon Penn, assistant administrator for national continuity programs at FEMA, said the number is probably in the millions.

He said smartphone users should check with their carriers to find out whether service is available and if their device is able to use it. He said many people own phones equipped to get the new alerts but don't know it yet.

Sprint spokeswoman Crystal Davis said most Sprint smartphones now in use can receive the alerts thanks to recent automatic software upgrades. All new models will be equipped, as will all new tablet devices.

One unanswered question is when the legions of Apple iPhone users will be able to receive alerts. Buchanan said iPhones are supposed to join the system in the fall, but she didn't know if that means only new iPhones, or if software upgrades will make older models capable, too. Representatives of Apple Inc., which is highly secretive about its product upgrades, did not respond to several messages seeking details.

FEMA's system carries three kinds of alerts: presidential alerts, which might deal with national security information such as terrorist attacks; imminent-threat alerts, which include weather warnings as well as public-safety messages from local authorities; and Amber Alerts issued by law enforcement agencies for kidnapped children.

Phone users can opt out of the imminent threat and Amber Alerts, usually just by changing their settings, but they can't opt out of presidential alerts.

Twenty-eight state or local emergency management agencies in about a dozen states are authorized to send imminent-threat alerts. Eighty-three others are in the process of getting certified.

Agencies have different ideas for the system. Minnesota is considering using it for chemical spills or nuclear accidents. In southern Florida's Miami-Dade County, it might convey hurricane evacuation information.

Curt Sommerhoff, Miami-Dade's director of emergency management, said the alerts will permit authorities to distribute urgent information to people in danger "whether you're a resident, employee or visitor."

On the streets of downtown Minneapolis, a couple of smartphone users were open to receiving the unsolicited weather and other warnings.

"I spend enough time reading junk on my phone that's of no real benefit to me. I might as well read something useful," said Bob Burns, a Minnetonka attorney sitting at a sidewalk cafe as he worked on both an iPhone and an iPad. "It's putting technology to use for the public good."

Dan Smith, a photographer from Reston, Va., who was in Minneapolis for a convention, said he was worried that the messages could became intrusive.

"It's like email. It used to be you only got stuff you wanted. Now you get 20 junk messages for every good one," Smith said.

The system doesn't use the satellite-based global positioning system to determine a phone's location. Participating carriers just send an alert out from every cell tower in the affected county, and capable smartphones pick it up.

So if a user from Minneapolis travels to Kansas City, Mo., that person would get local warnings for Kansas City, not their home city. That feature sets the system apart from weather apps that deliver information based on users' ZIP code but don't automatically update their locations when users travel.

Greg Carbin, the warning coordination meteorologist at the national Storm Prediction Center in Norman, Okla, said in a typical year most smartphone users will probably receive relatively few weather alerts.

"Even in those areas of the country where there's a lot of severe weather, the frequency with which you would be alerted is pretty low," Carbin said.

NASA's Wilkinson Microwave Anisotropy Probe (WMAP) has transformed the science of cosmology by establishing the age, geometry and contents of the universe with astonishing precision an accomplishment that was recognized last week with the 2012 Gruber Cosmology Prize. Mike Nolta, an observational cosmologist at the Canadian Institute for Theoretical Astrophysics (CITA), shares the award with lead Charles Bennett and other colleagues from the team.

The prize, which includes a gold medal and $500,000, is co-sponsored by the International Astronomical Union and honours individuals or discoveries leading to fundamental advances in our understanding of the universe. Richard Bond, also of CITA, won the 2008 Gruber Prize for his theoretical and analysis work on the cosmic background radiation and the development of structure in the universe.

WMAP was launched June 2001 to map the cosmic microwave background which is the oldest light in the universe emitted when the cosmos was just 378,000 years old. It was so successful, and WMAP's findings are now so widely accepted by the astronomical community, that it established the current foundation for our understanding of the universe what astronomers call the "standard model" of cosmology.

The mission acquired its final science data on Aug. 20, 2010. On Sept. 8, the satellite fired its thrusters, left its working orbit, and entered into a permanent parking orbit around the sun. The science analysis has continued, however, and team is now working toward the mission's fifth and final data release.

The latest analysis, released in 2011, shows that the universe is 13.75 billion years old, a figure accurate to within one per cent. Only 4.6 per cent of the combined matter and energy in the cosmos can be in forms we're familiar with, like atoms, planets and stars. The rest is dark matter (22.7 per cent) and dark energy (72.8 per cent), phenomena whose gravitational effects can be detected but which astronomers do not yet understand.

Additionally, WMAP data show that the universe must have flat geometry, to within 0.6 percent, and supports theories suggesting that the universe underwent an enormous growth spurt called inflation in the first trillionth of a trillionth of a trillionth of a second after the Big Bang.

The first public speaking tips for managers, before they open their mouth is to make sure they know the topic they want to speak on well. If you don?t know about a topic, do a thorough research about it and commit to memory all the basic facts about the topic.

Sometimes even if you know the topic, don?t just be too sure; freshen up your memory because a few things may have changed. For instance if you are talking to your sales team about a product you want them to market out there, learn everything about the product from raw materials to packaging because this is the kind of information you need to pass out to the team so that they can also eloquently market the product.

After getting satisfied with the grasp of the topic, the next public speaking tips for managers is to research about the audience if the speech will not be delivered to an in house staff. This is important because a manager needs to capture the attention of his/her listeners. A manager should find out the interests of the target audience, their problems and challenges, the questions they may want to be answered, how technical the questions are and many other valuable questions and then tailor the speech on this issues.

(AP) ? Pakistan's top court dismissed the prime minister from office on Tuesday for failing to investigate the president for corruption, ushering in a new round of political turmoil in a nation vital to American hopes of withdrawing from neighboring Afghanistan.

The Supreme Court ruling against Yousuf Raza Gilani was unlikely to topple the fragile, coalition government. But it left it weakened and without a Cabinet. Most analysts expected the government to heed the court order and begin the process of replacing Gilani, or possibly expedite general elections that must be held before early next year.

The move was likened by some to a " judicial coup" in a country with a history of destabilizing conflicts between the courts, the army and elected governments. It comes as Pakistan faces near economic collapse, power shortages and its own struggle against Islamist militants behind attacks that have killed thousands of people over the last five years.

The prime minister has refused to step down since he was convicted of contempt of court in April for not asking authorities in Switzerland to reopen a 1990s graft case against his boss, President Asif Ali Zardari.

Zardari's Pakistan People's Party should have enough support in parliament to elect a replacement for Gilani, but at the likely cost of concessions to its coalition partners. As a coalition meeting broke up late Tuesday, some media reports said Makhdoom Shahabuddin, the textile minister, was emerging as a consensus candidate.

The ruling was a major escalation in a long-running confrontation between the judges and the government. Supporters of the government, and some independent commentators, accuse the court of pursuing a vendetta against Zardari that threatens the country's nascent democracy. Zardari's critics, on the other hand, say the court is the only institution standing up against the rampant graft ? and ineptitude ? in his administration.

One possibility was that Gilani and Zardari might try to defy the court order. That could spark institutional deadlock and social unrest. It even raises the possibility of the army staging a coup, as it has done three times in the country's history, or being asked by the court to implement its order.

Yasin Azad, president of the Supreme Court Bar Association, said Gilani had the right to file a "review petition" against the ruling within 30 days, but that it would have little chance of success. Gilani would remain disqualified from office so long as the review was being heard.

The political chaos coincides with a near breakdown in relations between the United States and Pakistan, whose ties to the Afghan Taliban make it important in any negotiated settlement to the war. Pakistan is refusing to reopen NATO supply lines to Afghanistan it blocked in November to protest U.S. airstrikes that killed 24 Pakistani border troops.

The fresh turmoil may hamper any U.S. efforts to engage with Pakistan's leadership on the supply line issue in the coming days. But assuming a replacement prime minister is elected before too long, then it may not have much lasting impact.

The ruling was the culmination of a process that began in a Supreme Court decision in 2009 ordering the government to write a letter to authorities in Switzerland to reopen the cases against Zardari. Gilani refused, saying the president had immunity from prosecution so long as he was in office and that doing so would violate the constitution.

In January, the court ordered contempt proceedings against him. In April, judges found him guilty but didn't explicitly disqualify him. On Tuesday, judges removed any ambiguity. They ruled Gilani has not legally been the prime minister since the April conviction, and raised questions over whether government decisions since then remained in effect.

"The office of the prime minister shall be deemed to be vacant accordingly," said Chief Justice Iftikhar Chaudhry. He ordered Zardari to "ensure the continuation of the democratic process," apparently instructing the president to begin the process of electing a new prime minister.

Hours after the ruling, the country's election commission formally issued a notice saying Gilani had been dismissed.

Ahsan Iqbal, an opposition leader, praised the ruling and urged Zardari to nominate a new prime minister.

"Gilani stands disqualified," he said. "Now the president should convene the session of the parliament to elect a new prime minister."

The Zardari government has failed to make any headway in tackling any of the nuclear-armed nation's many problems.

As the ruling was read out, thousands of people were rioting in the nation's heartland of Punjab over rolling power cuts that have left many houses with electricity for just four hours a day. Police reported unrest in scores of towns for the third consecutive day, with officers firing tear gas against rock-throwing protesters, who torched scores of buildings, including one belonging to a lawmaker.

But the court order against Gilani could become an advantage to Zardari's party in elections. The partly will doubtlessly portray the case against Gilani as the latest in a long line of unjust decisions by the courts and the army, using it to fire up the party's base. Party founder Zulfikar Ali Bhutto was hanged by the court in 1979.

The ruling came as the Supreme Court itself was reeling under its own corruption scandal. Last week, a billionaire property tycoon with links to the army and the government alleged that he gave Chaudhry's son millions of dollars to influence court cases.

That scandal, which has weakened Chaudhry and the authority of his court, will now likely be overshadowed by the demise of the prime minister. By dismissing Gilani, the court took the hardest line possible against him. It could have directed the election commission to disqualify him, a process that would have taken 90 days, allowing the government to inch closer to the end of its five-year term. An elected government in Pakistan has never completed its full term in office.

Moeed Yusuf, South Asia adviser at United States Institute of Peace, said he thought the court had to act after staking its reputation on getting Gilani to write the so-called "Swiss letter." He thought the government would likely replace Gilani with an interim prime minister in the coming days.

But he predicted the new prime minister would also immediately find him or herself under pressure from the court to investigate Zardari.

"What you are really looking at is a judiciary-executive conflict that will worsen as the elections get closer," he said. "It is going to get pretty bad."

Police: Parents kill their daughter's pimp

Authorities say a San Francisco couple dispensed their own?brand of?justice by gunning down?their 17-year-old daughter's pimp, the Los Angeles Times reported.?

Prosecutors say Barry Laprell Gilton, 38, and Lupe Mercado, 37, had attempted once before to kill 22-year-old Calvin Sneed in May but were?unsuccessful.

In a second attempt,?Sneed was sitting in his car on?June?4 when Gilton fired a .40-caliber weapon from another vehicle, killing him, the Times?quoted officials as saying.


Gilton and Mercado?each have been charged with one count of murder, one count of discharging a firearm into an occupied motor vehicle and one count of conspiracy to?commit?murder. Gilton faces an additional charge of?possession of a firearm as a felon because of a 1995 drug-related conviction, the Times?reported.?They are being?held?on $2 million bail each.

According to Gilton's lawyer, Eric Safire, there isn't enough evidence to tie the parents to the murder.

"There is some circumstantial evidence, and there's certainly a motive, but there is no direct evidence that we've been made aware of," Safire told the Times.

The couple's daughter left home about a year ago and?they discovered she was?appearing in escort ads and working for Sneed, the Times reported.?They tried to persuade?her to return home, the newspaper said.

During an?attempt on?Sneed's life on May 27, Gilton?fired a handgun at him while?he sat in a car in North Hollywood, the Times quoted officials as saying. Police said Sneed was injured?by shattered glass but refused to?cooperate with police, the Times reported.

The weekend before the second shooting, officials?said,?the daughter?visited?a?sick relative and?argued?with her parents, who insisted?that Sneed leave, the Times reported.

Assistant District Attorney George Gasc?n said at a news conference that he felt the parents' anger and frustration, but that vilgilante justice will not be tolerated, the San Francisco Chronicle reported.?

"Killing someone in a situation other than defense of serious bodily injury or death is not an acceptable solution,"?Gasc?n told reporters.

?Authorities?said Sneed was a member of the Nutty Block Crips in Compton, outside Los Angeles,?and was the victim of a drive-by shooting last year, the?Chronicle reported.?

His father, Charles Sneed, said his son wasn't in a gang but had been shot at many times, the Chronicle reported.?He said?he tried to?convince?the younger Sneed to?change?his ways and tried to stage an intervention but no other family member backed him, the paper reported.?

He said he would have returned the girl to her home and tried to persuade?his son to stop being a pimp if he had known?what was going on.?

"Weigh it up," he told the Chronicle. "You can call him the dirtiest low-down dog in the world, but if he wasn't killing anybody, he didn't deserve that."

Go to forums and websites to see the questions people are asking and to see if they are being answered. This is where your specific knowledge will help. This will help you identify the gaps or weaknesses in the products or services available now. This is where you may be able to find your niche.

It is all very well finding something to sell but it has to be something people want to buy. This means what you want to promote has to be sought after by enough people to make it viable for you.

Does It Exist Already?

If you identify a market but do not have a product or service, then look for an existing one you can improve or adapt. Or simply promote an existing product or service that fits the niche you have identified.

Marketing on the Internet is one of the fastest, easiest and cheapest ways to get your product or service in front of millions of people, but there is no guarantee of success. BEIRUT (AP) - Smoldering buildings, looted shops, smashed cars and a strong stench of death greeted U.N. observers who entered the nearly deserted Syrian town of Haffa on Thursday, a day after President Bashar Assad's forces overran it as part of a major offensive to recover rebel-controlled territories.

From the day's early hours, Syrian troops bombarded rebel-held areas with tanks, mortars and helicopters in the central town of Rastan, the Damascus suburb of Douma, the central city of Homs and the northern towns of Anadan and Hreitan, near the Turkish border, the activists said.

They said the fighting included clashes in the town of Hamuriya, near Damascus, that killed at least nine men who were allegedly butchered with knives. A video circulated by activists showed a pile of lifeless men, including one who was clearly slashed through the neck.

"Slaughter, slaughter!" a person could be heard screaming in the background. Another video showed a man lying in a garden, his arm blown off. There was no way to independently confirm the content of the videos because reporters are not allowed to work freely in Syria.

For more than a week, Syrian troops have been sweeping through villages and towns in Syria's northern, central, southern and seaside provinces, attacking rebel-held areas and opposition strongholds in what appears to be the largest offensive since an internationally-brokered cease-fire went into effect two months ago. The regime and the opposition have both largely ignored the April 12 truce.

Rami Abdul-Rahman of the Britain-based Syrian observatory for Human Rights, said it appeared the Syrian regime was trying to implement a kind of scorched earth policy in the central city of Homs, which government forces have been heavily shelling for the past week. He said the use of tanks and helicopters to smash residential buildings and city infrastructure indicated that they wanted to destroy areas, not just chase out rebels.

The U.N. observers' description of the smoldering ruins they found in Haffa suggested Syrian forces were using intense force to quell rebels. But it also indicated the rebels were determined to smash all symbols of the hated Assad regime, including state institutions.

"Most government institutions, including the post office, were set on fire from inside," Ghosheh said. "Archives were burnt, stores were looted and set on fire."

She said homes were broken into, while the ruling Baath party headquarters was shelled, "and appeared to be the scene of heavy fighting." The observers also found remnants of heavy weapons scattered through the town; it was not clear who they belonged to.

On Tuesday, an angry crowd hurled rocks and sticks at the U.N. mission's vehicles near Haffa, forcing them to turn back. But the Syrian government urged them to enter after they announced Wednesday that they had "cleansed" Haffa of "armed terrorist groups" - the regime's term for rebel fighters.

The U.N. observers' visit to Haffa came hours after a suicide bomber detonated a van packed with explosives in a Damascus suburb, wounding 14 people and damaging one of Shiite Islam's holiest shrines, according to witnesses and Syria's state-run news agency.

It was not immediately clear whether the bomber intended to target the golden-domed Sayyida Zainab complex or a police station 15 yards (meters) away. Believed to house the remains of the granddaughter of Islam's Prophet Muhammad, the shrine attracts tens of thousands of Shiite pilgrims from around the world.

U.N. observers have reported a steep rise in violence and a dangerous shift in tactics by both sides in Syria in recent weeks. Car bombs and suicide bombings have become increasingly common as the 15-month uprising against Assad becomes militarized. Most have targeted security buildings and police buses, symbols of Assad's regime.

In Rastan, a rebel-held town that was heavily bombed Thursday, two rights groups said the dead included Maj. Ahmad Bahbouh, an army defector who headed the town's opposition military council. Activists said helicopters pounded the town, which has been held by rebels for months.

They said troops also heavily bombed the Damascus suburb of Douma killing at least five people. Abdul-Rahman said Syrian forces seized control of the northern town of Hreitan, where they conducted house-to-house raids and set homes of anti-government activists on fire.

An amateur video from the nearby town of Anadan, showed two babies receiving treatment in a makeshift hospital. One baby, screaming in pain, had part of his left foot blown off and severe head injuries. A third baby was dead and covered with a blanket. Activists said the children were the victims of government shelling. There was no way to verify the claim.

Activists say some 14,000 people have been killed since the uprising against Assad began in March 2011.

A military expert said it was unlikely that Assad's forces would be able to defeat the insurgency.

"Rebels are not seeking to hold ground, but to confuse, exhaust and bleed out army forces by attacking them in different areas simultaneously," said Elias Hanna, a retired Lebanese army general.

He said the army's response - typical of conventional forces - was to heavily shell the rebels' urban hideouts, which "creates more opposition against the regime, because it inflicts heavy civilian casualties, and damages and destroys their communities."

As the violence grows more chaotic, it is difficult to assign blame for much of the bloodshed. Western officials say there is little doubt that Islamist extremists, some associated with al-Qaida, have made inroads in Syria as instability has spread.
